Why do you say that? He's repeatedly stated he wants to come to Arsenal.

Part of it is me preparing for the worst. The rational reasoning is did he say that after City showed interest - because City are currently the best team in Europe. And Rice probably looks at this as changing jobs. Our perspective as fans is different from a footballer’s. City looks like the more rewarding job right now surely.
