oh I didn't know that. Especially when they have the gifting option. But anyways how're they gonna find out. I doubt they are on here. It's still a very small niche of the internet
Theoretically they're trying to prevent people re-selling and trading, because it makes companies less willing to participate. Many of the complaints I'm aware of were people who ended up admitting they were doing this frequently and buying multiple copies for that purpose (though that doesn't mean there aren't false positives).
The "best" way to give away extra keys is to redeem the actual steam key yourself, then share that key, obfuscated in some way so a human can manage it a bot cannot. As far as we know they can't track that.

Steam wouldn't even allow people to claim the other games I had already bought last I remember. Pretty sure I tried sharing them on my discord group and it wouldn't work.

Thank's a lot mate! Assumed a bot would instantly grab all the keys, as usually happens on reddit, but it was still there after I checked my Steam account so I didn't already have it (Disco Elysium)

Don't know to be honest. Maybe prices since they are ahem lower ahem there and steam doesn't want people to VPN shop in Turkey ¯\_(ツ)_/¯
