It's a report written by BBC Northern Ireland. BBC Northern Ireland occasionally writes reports for the Republic of Ireland, usually they involve Northern Ireland in some way. In this case, the woman in question is from Northern Ireland. Dublin Airport is also an airport quite popular with people from Northern Ireland as it's basically the easiest to access large airport.
