Post aside, why do people feel the need to "enhance" their screenshots with AI? (notice the "9183" or the subtext below)

I think those are enhancement artifacts of computational photography from that device's camera app

Oh! I heard iOS' photo enhancement features sometimes screw up pictures like this. I don't remember why though, but yes, I think you're correct.

I know photo app are making attempts at enhancing resolution, maybe that's what causes this...

Now that I’m zooming in and looking at some of the details, is this whole picture AI? Usually they’re pretty bad at text but the artifacts are just so bad, like the street lamp behind the bus.
