Huh, I get why the rule is in place but this sounds pretty borderline. It's not like she's in a position where she's likely to financially benefit from her councillor role.

It might be about undue influence or something like that? Who knows, seems a bit daft if you ask me. But then also seems like something the party could have and should have checked beforehand. It doesn't look good that they CBA'd.
