Money. Don’t worry though, it’s exactly the same way for all the other dangerous chemicals.

At least in the US, the EPA has been repeatedly gutted and starved of funding, so the chemical industry basically runs the show. And if regulating something properly would be too expensive, then the regulations get put on hold until the industry can develop the next shiny thing (that totally isn’t poison this time, promise!)
