I’ll never forgive Destiny for putting initial parts of the game behind a DLC paywall that “rotates in and out”.

“Sorry, you can’t do this week’s Nightfall as it requires TDB dlc.”

If a game releases with certain attributes, then those attributes should always be present, DLC should only add to the chassis of the game, never detract from it.

One thing Mario Kart 8 does right is letting you race on all the dlc tracks if they come up online even if you don't have the dlc
