Just enforce the rules we have now consistently. Lets work out whats working by following the rules first?
Those rules are not enough when players gladly take the punishment of receiving a yellow instead of conceding a goal. It's not that "they don't get booked 100% of the time". That's the entire point. If they 100% get booked, it's still worth it.
