I have a weird question and I feel like I am dumb for asking it. I had my ethernet cable run from my router to my PC and the app says it is outputting 986 Mbps while my computer is saying that it is only receiving around 600 Mbps. I tried changing the cable to a higher quality cable, modem, and router but none of them have helped the rate that I am receiving.

Sort of the same problem...swapping out two PCIe network adapter cards wouldn't give me above ca. 500mbps down on my Win10 Pro desktop, even though my laptop managed ca. 925 on a 800 plan. Finally bought and installed a TP-Link 10/100/1000 PCIe card, and - presto!, got my speed. Can't explain why, but couldn't argue with the result.
