In premier league it wouldnt be a pen but according to UEFA rule, so champions league, its a pen, also psg should have had a pen in the game not that one anyways
Man United had a very similar one last year where it bounced of Martinez's thigh and hit his hand. We had two handball penalties in our last Champions league match, after the match some fans got talking to the ref and he told them that they wouldn't have been penalties in the premier League but are under UEFA rules they are.
It's a shit rule not shit refereeing.
