I thought the point of geocaching was anybody could play and look up locations. A DND and a lock kind of makes them irrelevant.

I think the Do Not Disturb is meant for non-geocachers. The geocacher who finds this can look up the code listed on the front to get the combination, if I'm remembering correctly.

Correct! The cache description has a hint to lead you to the right combination
