Sorting by top normal is listed first. Don't know if it works with votes hidden tho

I sorted by top in Apollo a few times and it seems random

It's a special mode called contest mode. Your sorting preference means nothing, the comment order is randomized every time you refresh. Here is a larger thread in contest mode so you can refresh a few times and see the randomization more clearly.
