Can I just make sure that I understand the joke? Andrew is ugly and sweats a lot?
At Christmas an ugly sweater is a unpleasant jumper, where, as has been mentioned, one of Andrew's defences against accusations of noncery is that he was incapable of sweating because of the Falklands War.

Yes that's pretty much it, with the extra detail being that he notoriously claimed to have a medical condition which made him unable to sweat and therefore his accuser must have been lying.
