Who is the burden of proof on to show the wind speed? The insurance company doesn't know the wind speed on his roof, and it doesn't seem right to assume it's the same as somewhere nearby.

if they can install a wind measuring device and find it to be consistently 3-4% over the weather forecast then that's pretty convincing proof as well
