In 2014, Ukraine needed a loan. There were two offers: Politically suicidal austerity/privatization conditions from IMF, or no conditions from Russia. 1/3 of Ukrainian land owned by US capital (x.com)

Less evil than IMF offer is. You'd need a specific problem with the loan that would make it corrupt/unacceptable, which I've never seen pointed out.
