"Step aside" doesn't mean "step down" or resigning. Kamala only really has claim if he's president and dies or resigns. If he just drops out of the race, then the DNC can pick someone else. And it is sort of understood that the DNC wants to pick someone other than Kamala. If they were cool with her running they probably would've forced Biden out by now.
That said, they're implying that they want Biden to die in office to justify Biden staying in the race which is still hella- just not how you made it sound.
She's the most obvious candidate but I don't think she's the most likely. I get the impression she doesn't have many friends in the DNC.
