After the crash, Max drove his car back to the pits shedding carbon and rubber around the circuit. Wasn't it very recently that a 3 place grid penalty next race was handed out for doing the same thing?

Perez was a clear retirement, there was no repair possible. The rear wing assembly could have fallen off. The only reason he brought the car back is the team told him to to avoid the possibility of a safety car.

As far as I know, Max only maybe had slight damage from the contact, plus the loose tire, drivers regularly drive back to the pits in this configuration. They don't usually keep racing/defending with a flat tire though.

Norris was shedding even more though!

They could have both made it back safely if they went slower, but good luck getting them to do that after that fight.

What I'm suggesting is there is no constancy in the way the FIA determines their own rules.
