We're going to try to make the leap forward today. There will be some downtime while we attempt to do this. Rollback will be around 3pm if things are not working as expected.

It may be the update applies the rate limit to everyone not just bots. We're adjusting it now.

I have a suspicion that it's the classic IT issue "it was configured, but never actually did anything previously".
