It's a snide remark about how under prepared the country is to sufficiently stock the correct sizes for the demand profile. When will this country learn! Amateurs!
But really, do 3XL sell out because they go into frames?
They probably don't make and stock the same quantity of every size. The most commonly sold size may never sell out as a result.
