I never understood why the textures were all liquid-like in that game.

You mean the wobbly models? The game uses the Quake II engine, which handles animation keyframing very poorly. Imagine a model being animated at like 10 frames per second; the engine tries to interpolate between these keyframes by moving individual vertices from one position to the next in a straight line.

Quake II has the same issue, although it is only really noticeable on weapons. If you check out that game's remaster (by Nightdive Studios), they added optional enhanced models that work around the issue by being fully animated.
