IMO The govt shouldn't be really intervening in what people do with their money, however as Roman A's sanctioned by the UK (alleged links with Russia) it seems like he pretty much had only one option - get an exception from the govt.
I assume if he hadn't sold the club, they would have to shut down due to no funding as a result of the sanctions? I don't closely follow the sport so not fully in-the-know on how these clubs run.
Maybe the EU are hesitant to sign off on the agreement with the UK, in-case some brown envelopes get involved, preventing Ukraine from getting the full amount of funding initially agreed with the exception
